Who conducts on-the-job briefing. How Often To Conduct On-Site Briefing

The health and life of employees is the most important issue that any manager decides first of all. It is necessary to take all possible measures to ensure that the working conditions at the enterprise are safe and comfortable. The Labor Code of the Russian Federation states that every employee must be familiarized with safe working practices and instructed on all other safety measures at the enterprise. In this article, we will consider who conducts the coaching in the workplace.

What is the briefing for?

Briefing in any production is carried out in order to ensure the safety of personnel, equipment, machinery and property of the enterprise. Such training is very important for the day-to-day operations of the enterprise; it is shortsighted to underestimate its role from the point of view of management. Negligence in workplace coaching and overconfidence can lead to tragedy. Who should provide on-the-job briefing? This is a common question from employees, which we will talk about next. Of course, inexperienced workers are subject to supervision by more experienced colleagues and the supervisor responsible for providing briefings.

How often do workplace briefings take place? It depends on the type of activity.

What kind of briefings are there?

A smooth production process and maximum work efficiency are achievable if each employee is at his place and does his job competently, in accordance with safety requirements. Briefing largely helps to achieve this result, in addition, it disciplines workers and contributes to improving the level of qualifications. The briefing is possible in the following form: primary, introductory, repeated, unscheduled, target. It is also important to know who is instructing in the workplace.

Primary

Every employer knows that a newly hired employee must be instructed. This applies to all categories of workers. Everybody undergoes briefing: a student, a seconded employee, and a trainee. Separately, for each type of work at the enterprise, regulatory provisions for primary instruction should be developed. Only those employees who do not have direct contact with tools, equipment, raw materials and materials do not need to be instructed. The list of employees for whom training is mandatory is approved by the head. Pupils and trainees undergo initial instruction on an equal basis with specialists.

Who conducts the initial on-the-job briefing? The head of the unit or work (foreman) individually with each employee with a demonstration of safe working methods.

Introductory

Transfer to another position or from one department to another within the same enterprise is the case when an introductory briefing is necessary. Each employee is instructed personally, the instructor demonstrates to him working techniques that are recognized as safe. The briefing carried out is compulsorily recorded in a special journal, in which both the instructor and the instructed employee put their personal signatures. The employment document must also contain the signature of the employee, certifying the fact of passage. The types of briefings held at the workplace are not limited to introductory ones.

In the case of an introductory briefing for a trainee, the visa is placed in the student's practical work log book. The briefing log is necessary to organize accounting and control over the schedule of such events. This allows you to know exactly who was instructed and who did not. Keeping such a journal is the obligation of the enterprise, established by law. It has a continuous numbering, is stitched and certified by the seal and signature of the chief. The journal is kept in a uniform form for all departments and divisions of the enterprise. An authorized employee is responsible for the blanks and their safety. Who conducts the on-the-job induction, usually the responsibility of the Occupational Safety and Health Engineer or someone else who is mandated to do so by a supervisor.

Repeated

Re-coaching in the workplace is necessary so that the manager can be sure of the level of knowledge of his subordinates and that they have learned the rules and regulations. Such a check is carried out both individually and in a group form for employees performing similar functions. Re-instruction is carried out once every six months for the category of workers who work with tools, equipment and various mechanical devices. Who is conducting the refresher on the job?

At enterprises where the number is more than fifty people, it is imperative to appoint a separate specialist or organize an independent department for labor protection. An order must be issued by the supervisor to assign the duties of re-instruction to a specific person.

Unscheduled

When changes have been made to the rules on labor protection, the manager must conduct briefing outside the plan for conducting labor protection measures. All issues related to process changes, general safety or equipment change are to be considered. In addition, unscheduled instruction can be carried out in the event that there were injuries at work, incidents that led to improper actions or violations of employees. Also, such an unscheduled occupational safety lesson can be carried out at the request of the authorized bodies. This briefing is carried out for a group of employees with related responsibilities. The content of the briefing is planned in accordance with the circumstances that led to its conduct. The log records all the reasons for these unscheduled activities.

Unscheduled instruction is carried out by the immediate supervisors of the works (foremen).

Target

If an employee performs a one-time job, he is instructed, aimed only at this type of work. The same is done when eliminating the consequences of accidents, disasters and catastrophes. The employee must be given the opportunity to familiarize himself with all documents that can ensure his safety.

Who delivers targeted on-the-job coaching? It is carried out by the direct supervisor of works.

Briefing is the responsibility of the immediate supervisor: foreman, site foreman, etc. An employee who has listened to the briefing must pass the exam orally or demonstrate work on the equipment to the boss who instructed. After checking the knowledge of the employee, he is admitted to the work process. Persons who have not passed the test cannot work further and are sent for a retake.

Regularity of briefings

Re-instruction is systematically carried out: once every six months. All other types of briefing are carried out as needed. But the regularity of activities related to labor protection can also be regulated by sectoral and inter-sectoral acts. For example, workers in specific and hazardous industries in some industrial sectors are instructed in occupational safety more often - once a quarter. The head of the enterprise cannot establish a more rare mode of conducting briefings at his own discretion.
