Vladimir Putin, as part of a large-scale personnel reshuffle in law enforcement agencies, dismissed the head of the IT, communications and information protection department of the Ministry of Internal Affairs Sergei Lyashenko.

The position of the head of the department of IT, communications and information protection of the Ministry of Internal Affairs became vacant. Previous Lieutenant General of the Internal Service Sergey Lyashenko released from it by the decree of the President of Russia Vladimir Putin.
In this post Lyashenko worked since April 2015, taking over the reins from Alexandra Makhonova, who was an IT specialist of the Ministry of Internal Affairs since November 2012, and previously headed the operator "Mostelecom" and the "Electronic Moscow" program.
The Department of IT, Communications and Information Protection of the Ministry of Internal Affairs was created in January 2011 - as part of the reform of the Ministry. Its first leader was Mikhail Tyurkin, previously held the position of First Deputy Director of the Federal Migration Service.
Purge in the ranks of the security forces
Released from office, Sergei Lyashenko ended up on the presidential list for dismissal, which immediately consisted of 20 high-ranking employees of the Ministry of Internal Affairs, the Ministry of Emergencies, the Investigative Committee, the Federal Penitentiary Service and regional prosecutor's offices. All of them became defendants of the same decree of Vladimir Putin of August 28, 2018.
The same document approved new appointments to important posts in law enforcement agencies, but any successor to Lyashenko is not mentioned in the decree.
Corruption scandal related to IT in the Ministry of Internal Affairs
We will remind, at the end of February 2018 CNews, that the Ministry of Internal Affairs demands from the former head of its subdivision of NPO Spetstekhnika i Svyaz Andrey Nechaev payment of 1.4 billion rubles. for shortcomings in the work of the Unified System for Information and Analytical Support of Activities (ISOD), the implementation of which he supervised. The indicated 1.4 billion rubles. - this is the amount of the state contract for the work on the creation of the ISO, which Nechaev concluded with the contractor on behalf of the Ministry of Internal Affairs. Nechaev was arrested in October 2017 after the FSB's M department became interested in the circumstances of his work on the ISOD.
It is believed that it was the arrest of Nechaev that led to the voluntary resignation of Alexander Makhonov, motivated by the Interior Ministry by the fact that Makhonov was personally responsible for his subordinate Nechaev. Despite this, having relieved the official from office in mid-February 2015, Vladimir Putin by the same decree of his deputy head of the Ministry of Internal Affairs, which essentially became a promotion for Makhonov.

5. 6. 12. For the implementation of its tasks and functions, the Department has the right:

12.9. Submit proposals to the Deputy Minister on placing under special control the divisions of the territorial bodies of the Ministry of Internal Affairs of Russia in the areas of the Department's activities that have low results in the established area of activity, as well as on bringing their leaders to disciplinary responsibility.

IV. Organization and maintenance of the Department
13. The department is headed by a chief who is appointed and dismissed from office in accordance with the established procedure.

14.9. Organizes and ensures the selection, placement, relocation and professional training of personnel, compliance with official discipline, in the prescribed manner sends employees for retraining and advanced training.
14.10. Organizes, in accordance with the established procedure, attestation of the Department's employees; confers special ranks to the employees of the Department up to and including lieutenant colonel of the internal service. Submits, in accordance with the established procedure, to the leadership of the Ministry proposals for the assignment of a special rank colonel of the internal service to the employees of the Department.
14.11. Encourages, within the limits of the rights granted by the Minister, to employees, federal civil servants of the Department and imposes disciplinary sanctions on them, respectively, up to and including the head of the department; submits to the Deputy Minister submissions for awarding state and departmental awards to the specified employees, federal state civil servants, as well as proposals on their encouragement or the application of disciplinary sanctions to them by the rights of the Deputy Minister or Minister.

14.12. Submits to the heads of bodies, organizations and subdivisions of the system of the Ministry of Internal Affairs of Russia proposals on encouraging or bringing to disciplinary responsibility the heads of subdivisions operating in the field of information technology, communications and information protection, as well as cipher officers of bodies, organizations and subdivisions of the system of the Ministry of Internal Affairs of Russia.
14.13. In accordance with the established procedure, within the limits of the rights granted by the Minister, he encourages citizens who have assisted the Department in solving the assigned tasks, submits proposals to the heads of bodies and institutions of the Ministry of Internal Affairs of Russia and the Deputy Minister on encouraging citizens who have assisted the Department in solving the assigned tasks.

14.14. In accordance with the established procedure, sends employees, federal government civil servants of the Department on business trips.
14.15. Establishes, within the limits of its competence, employees and federal government civil servants of the Department appropriate allowances and payments.
14.16. Provides, within the limits of its competence, leave to employees and federal government civil servants of the Department.
14.17. Decides in accordance with the legislation of the Russian Federation and the normative legal acts of the Ministry of Internal Affairs of Russia other issues related to the passage of public service in the Department.
14.18. Organizes within its competence:
development and implementation of measures to ensure legal and social protection of employees, federal state civil servants of the Department in accordance with guarantees and benefits provided by legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia;
rendering on behalf of the Deputy Minister in accordance with the legislation of the Russian Federation of legal assistance to employees, federal state civil servants of the Department in the protection of their rights and freedoms in cases arising in connection with the implementation of their official activities.

14.19. Organizes and ensures, in the prescribed manner, mobilization training and mobilization in the Department, and also ensures the implementation of civil defense measures in the Department.
14.20. 14.21. Personally receives citizens at the Reception of the Ministry of Internal Affairs of Russia according to the schedule approved by the Minister.
14.22. Responsible for the organization and organizes, in accordance with the established procedure, the protection of information constituting a state secret and confidential information, including measures for the technical protection of information in the departments of the Department.
14.22 (1). Responsible for organizing the processing of personal data in the Department, taking into account their confidentiality and security, as well as the protection requirements provided for by the legislation of the Russian Federation in the field of personal data.

14.23. Carries out general management of moral and psychological support, participates in the implementation of measures for moral and psychological support and bears personal responsibility for the moral and psychological state of personnel, the state of the social and psychological climate in the service teams, the state of service discipline and legality in the Department.
14.24. Exercises other powers attributed to the competence of the Department and provided for by the regulatory legal acts of the Ministry of Internal Affairs of Russia.
15. Under the head of the Department there is an operational meeting, the procedure and composition of which are determined by the head of the Department.
16. Office work (including independent special office work of the central encryption body), measures to ensure the secrecy regime, material, technical, financial, moral and psychological and other support of the Department are carried out in the manner prescribed by the legislative and other regulatory legal acts of the Russian Federation and the normative legal acts of the Ministry of Internal Affairs Russia.
